I'm surprised that the book recommends to begin preparations for college as early as 9th grade; however I can't see why not. In fact, one way to prepare would be to read What Color Is Your Parachute. The book is aimed at "adults" who are either beginning a career or changing careers but the exercises could be very helpful for young people to identify their interests and abilities. It might be better to wait until 10th or 11th grade in order to give yourself some time to be involved in different extra-curricular activities which will also help you to identify your interests.
